Research Data: Government data retrieval: an analysis of technology acceptance in data access in spreadsheets

Access to government data and information has been growing in recent years, accompanied by initiatives from organizations that support the provision of data and information to encourage public transparency. Among those who can access this data are the small rural producers who play a preponderant role in the Brazilian society, being responsible for the supply of a considerable part of the foods that make up our table, which when they access this data can influence in their decision-making process. In view of this scenario, the process of evolution of Information and Communication Technologies was monitored to allow and facilitate the process of retrieval and data access, among these technologies we can highlight the Electronic Spreadsheets. The initiative of the Brazilian government through the Portal Brasileiro de Dados Abertos provides data sets that can be opened in software for manipulating and editing spreadsheets. Thus, this research aims to analyze the acceptance of spreadsheets as technology in the access to government data, specifically the data from agriculture, extractivism and fishing, recovered in the Portal Brasileiro de Dados Abertos. It was adopted a methodology based on a quantitative and qualitative research, being essentially an exploratory-descriptive study, in which the bibliographical research was used, to elucidate on the context that surrounds the research; the collection of data started from the delimitation of the research universe, through the Brazilian Open Data Portal where the direct observation method was applied in the search for information resources that allows to consult the datasets; the identification of resources and data sets was carried out through the portal's internal search tools and navigation through the menus in the portal and finally the Technology Acceptance Model was applied with the objective of identifying and analyzing particularities of the acceptance of the use of spreadsheets for access to government data. As a result, this research demonstrates uncertainties about its ease of use and its usefulness by users, in which the spreadsheets are useful technologies for the small farmers, however the presented structure hinders the perception of its use, obtaining a non acceptance of the use of these worksheets the users of this research.
