He worked as a professor at Faccat Faculdade de Ciências Contábeis e Administração de Tupã, where he coordinated a course of Administration with Qualification in Systems Analysis for ten years and the course of Licenciatura in Computing. He worked in the private sector as a consultant, integrator and researcher of new information technologies from 1988 to 2004.

Ph.D and a M.Sc. degrees in Management at Universidade Federal da Paraíba (UFPB), Brazil. He was a systems analyst, project manager and team manager in ERP development and implementation projects in the Brazilian software industry, servicing customer companies in industries such as health care and education (since 1991). He is professor of Information Systems at UFPB and he was also assistant professor of enterprise applications and business intelligence (2011-2013) at UNIPE. At UFPB, he is also a faculty member of the Graduate School of Administration (PPGA), Graduate School of Learning Organizations (MPGOA) and the institutional representative with the Ministry of Education and Culture. He was chief information officer (CIO) at UFPB (2013-2016). De Moura Jr. is a researcher at the Information Technology & Society Research Team (GTIS) and is leader of the Institutional Data Observatory Team (ODIn), both at the Brazilian Council for Scientific and Technological Development (CNPq). He is the author of papers published in Computer in Human Behavior (CHB), Journal of Global IT Management (JGITM), Journal of Information Systems and Technology Management (JISTEM), Cadernos EBAPE and papers presented in international conferences such as Conf-IRM and AmCIS, and in Brazilian conferences such as EnANPAD, SemeAd, EnADI, and SBQS.

Resumo
Assume-se que dados compõem os insumos fundamentais para a compreensão e transformação da realidade organi- zacional e, por conseguinte, a qualidade dos dados deve ser considerada para determinar em que medida esses dados podem ser usados para suporte a decisões. O objetivo deste estudo (em andamento) é identificar os níveis de qualidade dos dados contidos nos repositórios institucionais da Universidade Federal da Paraíba (UFPB) para suporte à mensura- ção dos indicadores de desempenho institucionais, realizando, para tanto, uma análise sobre o Plano de Desenvolvi- mento Institucional (PDI) da UFPB. Os achados demonstram que apenas 11% das metas possuem definição de indica- dores para seu monitoramento, o que enseja considerações acerca da compreensão e aplicação dos conceitos de ges- tão e de governança por parte da instituição analisada e sugerem uma mudança na estratégia de coleta de dados para as etapas seguintes.

Abstract
This study assumes that data composes the fundamental inputs for the understanding and transformation of organizational reality and, therefore, the quality of the data should be considered to determine to what extent such data can be used to support decisions. The study (in progress) aims to identify the data quality levels exposed by the institutional repositories of the Universidade Federal da Paraíba (UFPB) to support the measurement of institutional indicators, performing an analysis of the UFPB’s Institutional Development Plan (PDI). The findings show that only 11% of the defined targets have indicators for their monitoring, which leads to considerations about the understanding and application of management and governance concepts by the analyzed institution, and suggest a change in the data collection strategy for the next steps.
